The program is self-funded through a 0.34% usage fee and supports more than 50,000 orders a year.
SEWP VI contracts are awarded in three scope categories:
- Category A: ITC/AV Solutions
- Category B: Enterprise-Wide ITC/AV Service Solutions
- Category C: Mission-Based ITC/AV Service Solutions (TSC-ITG2 JV LLC)
Not sure your requirement is in scope? Send an overview or bill of materials to help@sewp.nasa.gov and the SEWP Program Office will review it.
Fair Opportunity
Contract Clause A.1.13, Fair Opportunity and Requests for Quotes: Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office.
FAR 16.505(b)(1) requires that each contractor be given a fair opportunity to be considered for each order over $10,000 under multiple-award contracts. The method is at the Contracting Officer’s discretion. The SEWP online Quote Request Tool (QRT) is the recommended way to run fair opportunity and document the decision.

How to Get a Quote and Place an Order
- Define the requirement. Your agency generates a Purchase Request with funding information.
- Request quotes. Use the SEWP Quote Request Tool, or contact our quote team below for help preparing an RFQ, RFI or Market Research Request.
- Issue the Delivery Order. Your agency procurement office issues the order on any valid Federal order form. The SEWP PMO does not issue orders; it reviews, processes and forwards them to us.
- We deliver. Our SEWP VI PMO assigns an Opportunity Number and manages the order through delivery, acceptance and invoicing.
Order modifications must also route through the SEWP PMO. Under Category C, hardware and software may be purchased only as ancillary items integral to a service-based mission solution.
Quote Types
- Request for Quote (RFQ): Specific requirements. CLINs must be on contract; verification file required. Usually results in an award.
